It is currently immpossible for me to complete the civil war quest line and the main quest line. This current character that can't complete has 175 hours into and it is quite depressing that now that i'm ready to finish these quest lines it is immpossible to complete them. Just incase anyone cares the problem i'm having is joining the Legion. I can't join them because when i clear fort hraggstad it doesnt complete that part of the quest so it is immpossible to do it. I've went and cleared it 5 times now and nothing. because of this i can not talk to general tullias about agreeing to the peace council because he just says [censored] about having to complete the task the legate gave to me to clear the fort, so since i can't talk to him i can't progress the main story either. I've looked around the inerwebs for ways around it and nothing has worked. I can't reload a save it's to late for that, i can't join the stormcloaks and as said waiting for the bandits to respawn doesn't work. I'm also positive i'm killing the everybody.

I believe that the only way this problem will ever be fixed is if there is a fix for it in a patch.
