Detecting when wards are raised...

Okay... Wards. I have reached the breaking point with how OP'd a ward in an enemy mage's hands are. Destruction is and Thu'um is useless against them.

Is there any way with spell effect conditionals to detect when a mage has a ward up (combo or single)? If it's possible, I'm gonna stick "ward-breaker" effects on several Thu'um shouts and probably shock damage spells (so their "anti-magic" power actually is of substance since "1/2 magicka damage" amounts to a hill o beans against the super-low-cast-cost NPC spells and huge NPC mana pools I've discovered they have)
