Skyrim already has exactly Diablo-style random items. It takes a normal item (Say, a Steel Longsword) and adds either a Prefix or a Suffix (or both) to it, for example Firey Steel Longsword of Frost. 'Firey' means it does fire damage, 'Frost' means it does frost damage.
What else are you looking for? Making more random bandits have epic loot?
I doubt that this is the case. Those enchantments are all most likely manually done; they used the prefix/suffix system for naming them, but every enchantment is manually created. They just created a whole lot of them and stuck them in a leveled list so which gets chosen is random.
That's not the same, since it does not dynamically combine different affixes and choose a random enchantment value.
Of course, without the CK, I cannot confirm this, but this is how it has worked in each game since Morrowind.
