Theres a point in which all Wizards must choose... Cicrlet or Mask?
Between the two, Diadem of the Savant (5% less to cast all spells) or Morokei (100% Magikica Regen speed)
Now, I cant just enchant something similar, (level 16 enchanting ftw) which one? Please note, im going to Solsthiem, Ive already been there inb4 this character, (started yesterday)

Take both. There are safe Storage in Solstheim, so you can store itmes that burden your PC there.
