Did the random "Mad Woman" come with Hearthfire? : V

So I had just bought my property in Falkreath and decided to ride my horse there. On my way I encountered a mounted hunter, who was all nice and started to hunt a fox. I left my horse and followed him for a bit. When I returned, there was a "Mad Woman" standing by my horse. She came up to me and said "You're the one that returned Sheogorath to us! Please, I beg you, use the Wabbajack on me!". She was obviously insane, which would explain why she worships Sheogorath. Since I wasn't carrying the wabbajack at the moment, I just walked away. Then she started to follow me and repeat "WABBAJACK WABBAJACK WABBAJACK!!!" over and over. After a while even she got bored and ran into the shadows of the forest.

I've never met her before I got Hearthfire and I've never heard of her either. Did this come with Hearthfire?

You'd be surprised at the amount of Random encounters you haven't come across yet. I'm not sure, but I do believe that a vanilla encounter.

It is a part of the basic game and you can encounter her after you finish The Mind of Madness quest.

I've run into that one before, but only once.

It is a vanilla game encounter, and it's only triggered after you complete the obvious Daedric Quest. But it's still a rare encounter, very rare...

You'd be surprised at the amount of Random encounters you haven't come across yet.

I know, every once in a while you get new encounters, which is really nice.

This could be a vanilla thing for sure, but it just feels odd that it happened the same day I got Hearthfire...

They need to adjust the algorithms. Too many encounters repeat, but the rarer ones are too rare. If you run the roads, you'll see the same ones over and over. The wilderness spawn points are better, but they're harder to find.

I've seen the crazy Webbajack woman in a youtube video where the guy wasn't even expecting it and she came out of nowhere. I've never seen her myself though.

Strangely enough, I also only encountered it after the new DLC.
