In ESO can I make/join a bandit cult made by other players and go camping out in caves or do we have to be adventurers also can we purchase houses like in previous elder scrolls games or do we not

Well, I'm not from ZOS, but maybe I have the answers you seek:

You can make/join a guild and RP that if you want, but really, you're an adventurer.

There's no plan for player housing to be available by launch, but may come in a later content patch.

You can of course RP as bandit's if you and others choose. Though the nature of MMO's demands that any mobs in whichever cave you pick as your hideout will respawn, so I could see that getting in the way of the RP experience you might want.
