On difficulty and health

I'm running into some headaches regarding many battles. Currently, I am playing a light armored "ranger" type build. At level 13 I have put 8 of 12 stat bonuses to health. I thought this would have been a rather significant portion, but I can commonly be two-shotted by two-handed weapon using enemies and many beasts while travelling (sabercats and frost wraiths come to mind). I have 1 or 2 levels of the first light armor perk as well as the perk conferring a bonus when wearing all light armor. I think I am playing on one difficulty level above the default (one below master). Do I need to be chugging potions whenever I get hit at this level? It feels like the majority of enemies have way more health compared to me. I can one-shot some humans (and wolves) from the shadows, but most can take my x2 hit and keep coming for a lot more.
