Difficulty and Leveling

Quick question. If I changed the difficulty down one does it effect how much I level or would I level the same?

In past games experience was done on the number of times you hit each enemy. So harder difficulty means more hits per enemy which means more exp.

I know that about older Elder Scrolls games but I remember hearing that it doesn't matter what difficulty setting you have it on in Skyrim. You will level the same. I just want to know if this is true?
