It's difficult to justify the sudden appearance of a new race, especially one added in a DLC instead of in a future game.
The Orcs and Imperials are newcomers to the series; orcs were previously an enemy-only race in Arena and Daggerfall, and Imperials... just showed up one day claiming to have always been there. Of course, there's more wiggle room, i think, as the Lore hadn't become as involved as it is now when they debuted.
If gamesas were going to add a new playable race, they'd likely choose one of the following if they weren't going to make a brand-new one...
(almost) anything from Akavir.
The Falmer. Yeah, they're always hostile now, but so were the Orcs in their first few appearances.
The Ayleids. Last sighting was about 1,000 years before the current games, but they aren't as ironclad dead as the Dwemer.
The Maormer. Gonna have to explain how they got to Tamriel in good numbers, however.
The Imga. They live in Valenwood. They're pretty much confirmed to be sentient.
The Sload. Problem is, and I quote, "There is no word in the Sload tongue for adventure; the closest equivalent is said to mean "tragic disaster"." A player-controlled Sload would be considered both villanious and bat**** insane by their standards (since most players won't play as methodical as Sload are reputed to be.)
Note that these are all races that gamesas have mentioned in lore.
