I purchased a new copy of the game, and therefore have codes for the Sewer Missions as well as the Anarchy Edition Pack. What I do not have, however, is XBox Live.

Is there a download for installation via USB Jump Drive? I cannot seem to find it if it exists.

Don't quote me on this, but I believe you only need Xbox Live Silver, which is the free version, to redeem codes for DLC and such. So if you don't even have a silver account, you could try to make one and see if that works.
