Have anyone tried that kind of gameplay, of being the most wanted criminal in Skyrim?
I like when i'm wanted in some of the holds, this deepens gameplay a little in my opinion, I don't even try to pay fines.
Although i hope everything was more serious than money and rare bounty hunter attacking, for example if your mansion or house is in that hold, authorities will wait for you there and so on. But with this there also should be a "accidental murder" or assault law and fines, because sometimes it happens.

Also, imagine disguising yourself, when in a hold where they are looking for you. I think it is cool concept for thief or maybe assassin character.
