Does armor scale? If I get the thieve armor at level 2 will it get better as I level up?

No, but as you improve your blacksmithing, you can improve your equipment more. Now, the world does have a level that new armor types start showing up on bandits and in stores, such as elven coming out around level 10 and glass around lvl 30(I think).

This. I'm level 14 and have been attacked by two Breton's at different times who were wearing Dwarven armor.

Smithing also let's you improve your armor.
