My enchantment skill is at 90, and it has Insightful and Enchanter (5) perks.

If I wish to make a powerful enchantment, such as Destruction 25% x4, I need at least a 15% enchanting potion to get that far.

If you're looking to make a powerful enchantment, even if you have Enchanter (5), Insightful, Corpus, and Extra Effect, and a load of Grand Soul Gems, it is still wise to focus your Alchemy. With Alchemy potions, you can get a maximum of 57% enchanting bonus, which will help you out a lot with making very powerful enchantments.

Along with everything else I had just mentioned, if you have the Necromage perk *AND* you're a vampire (Even if it's temporary), the combination between the two will give you an added boost to any and all of your enchantments.

100% destruction reduction. Without alchemy you can achieve this at alchemy 100. That is when you will get 25% reduction per item. . I think, I'm pretty sure at level 95 it is still only 24% reduction.

With alchemy, probably enchant of 80. At 80 you can take all the enchanter perks, and the middle column except for twin souls(you want this). With a little alchemy(even store bought potions) you should be able to get 25% reduction per item.

Recharge at 2x speed. What you can do is buy some master robes of destruction(+150% recharge, 22% destruction cost reduction). Or enchant some armor/robes with destruction/magicka regen but I don't think that combination gets as good as the master robes. Other option is with twin souls, you could have a destruction enchant, and a magicka regen enchant. IMO that is just wasting an enchant slot though. 22% isn't bad, especially if the other 3 slots are 25%. That is a 97% cost reduction. Trust me, your spells will last forever at 97%, but since it isn't 100% it will keep the game somewhat interesting.

When you clear Fort Greymoor, the landmark is designed to fill with a random set of people. One time I went there and found Imperials, and when I went inside, the shelves were full of imperial armor.

Also, you could steal from someone and get caught, which would make hired thugs come after you. Usually they have a set of steel armor on, and the boots you seek.

I wish. Unfortunately, the game caps out at some point. You can only make stuff so strong, and I don't know the exact numbers on it.

You can just keep switching to making alchemy gear to enchanting potions, but it will max out eventually. It's a wise choice though if you're looking to max out your character. All you need to do is get your max alchemy gear (29% is max, and x4 is the best you can get)

After you have the 29% x4 alchemy gear, just make enchanting potions when you go to enchant something.

I believe 32% is the magic number...or 34% Alchemy and Enchanting....or was it smithing? Sorry, it's been forever since I screwed around with it.

I went well above 100% reduction, but I'd still recomend commiting to enchanting to make it easier for everything else. If you're really pushing it, you could probably get away with using only 2-3 perks on enchanting while going all out on alchemy. Yes, it helps to be level 100 in enchanting and alchemy, but it doesn't matter when you spend your points, as long as you're 100 when you decide to try the looping trick.
