OK I've done mostly everything in Solstheim

This is definitely bugged. I've wandered around and triggered plenty of random encounters - 3 or so fights with groups of werebears, 2 encounters with a 'mad man', at least 4 battles between pyromancers and cryomancers and no goddamm Torkild guy!

It's random. Some people have gotten it quickly, some not at all. I've had Dragonborn since day one, and I still haven't run across him.

My best guess is that they generate a seed based off of your system cache. Try clearing your cache, and that may allow for the generation of a new seed. I have no idea if that's how Bethesda handles random encounters, but you might as well try it.

I oppose quest markers myself, it was one of the many things that ruined Oblivion.

As far as where he's found, just fast travel from east to west coast. I'd start a bit below the imaginary halfway line and walk north, stay on the coast.

For those of you saying that quests are better without markers, there IS A REASON WHY YOU CAN CHOOSE TO SELECT THE QUEST OR NOT.
Don't want markers? Don't select the quest.
Do want markers? Select the quest.
Everyone wins.

Just tired of seeing this everywhere. >_>

Thanks I'll take a look around there. Don't get me wrong. The DLC's great but these quests without markers can be kind of tedious.

...

Reminds me of the Morrowind and Bloodmoon quests, no quest marker and only a scrappy quest log but back in the days it was fun  .

This.

I love the quests without markers. Reminds me lovingly of Morrowind, and makes me use my think-box.

For all of that, I'm a happier Dunmer.

Unfortunately, directions are only very rarely given for radiant quests. You can use your map for most quests, of course, but for a few you can't.

Other way around.
You can not use your map for most quests as there will be absolutely no information in your notebook. (I refuse to call it a journal.)
It will say something like: "Talk to Hrolf."
Great.
Who is Hrolf? Where does he live? Who gave me this quest? What am I supposed to ask Hrolf?
None of that kind of information is given for the vast majority of quests so it is literally impossible to complete without a quest marker. (Unless you keep notes on a piece of paper beside your PC like we did 20 years ago, and even then the vast majority of questgivers will simply not tell you where youre supposed to go, and neither will your notebook.

"Just turn quest markers off" is complete and utter bunk.
