Dont choose your race based on starting stats.

I think the logic is flawed because as you level enemies level too, (with the limits of skyrim, but still, they are going to level some) and your desired skill sets will be weaker, putting you at a disadvantage.

I don't think very many people will be interested in raising all skills to 100, simply because doing so will not favor your play style and take way too much time. It would be more fun starting several new characters than trying to max one out. For example, if I'm playing a mage I'll have to wear heavy armor and use a 2 handed weapon for part of my journey, pick pocket people, etc and if your role playing it just doesn't make sense. I can experience so much more by starting another character.

I get your point. This isn't a suggestion for everyone. Tis why I edited the OP earlier.

18 skills

Everyone gets 35 points of bonus to start and all start at 15

However, the reason why this is a chaotic system is that you cant determine leveling because its not the same based on 1 point level raised but on a weighted system based on how high the skill starts.

The OP is correct. You will level faster if you pick your class based on the skills you want but the other people are correct that if you take the time to level other skills (just dont perk them) you will eventually all reach the same level.
