Is there a way I can just download the Creation kit? I don't want to buy the full game to be able to use the Creation Kit, I just want to use the Kit itself.

I'm afraid it's both or none... and anyway, without the game you wouldn't be able to use the CK.

You need the game to use the creation kit.

The CK requires access to the games files to provide the library of stuff (items, dialogue, scripts, npcs) to make the mods.

Without the game, there's not a lot that could be done with the CK.

You sound angered? The CK isn't an open source game developement tool, it's a toolkit for The Elder Scrolls V: Skyrim. It's for use on that game, and that game alone. Therefor, you need the game to use or get the toolkit.

To have the Creation Kit without any access to the game content so one can't really mod or change anything in the game at all is rather pointless.
