Not unimproved, certainly; But if you can craft it, you can improve it to legendary, at which point it may be the best.
For Dragonscale (the Light Armor variant), there is a quest chain reward set that has more raw armor than unimproved Dragonscale (and a 4-piece set bonus), plus a very nice set of enchantments befitting the quest chain. You could, of course, level up enchanting and put 2 very nice enchantments on each piece yourself, if you want to invest the skill points into two crafting trees.
For Dragonplate, Daedric has more raw armor, and since it is crafted, would have roughly the same ability to be improved with smithing and enchanting. I don't know how easy it will be to get the ingredients for Daedric armor though - Dragonplate has the advantage that its materials are literally falling out of the sky on top of you.
