If we do get dragon riding and its not a cut scence think about what happens wheny you go to a new area random encounter triggers a dragon or group of bandits thus e.g if one was flying over rorikstead and since its a new area a random encounter might happen and a dragon attacks or vampires its hard to explain sorry if it was confusing.
