Dragon Shout Buffs

Are there any items besides the Amulet of Talos that reduce shout cool downs/improve your shouts?

There's a set of things you get in Dragonborn that does SOMETHING to shouts...but it may only effect Breath shouts.

Being a Vampire Necromage reduce shout cooldowns. Also buff durations for shouts like Slow Time and Ethereal Form

Not an item, but the blessing of Talos reduces shout cooldown and stacks with the amulet.

The leader of the Greybeards can improve three of your shouts - only one improvement can be active at a time, though.
