It seems that for some reason I cannot unlock any new shouts. I have the word and the DRagon souls but every time I try to it says that I don't have a dragon soul to unlock it with.
I'm wondering if anyone has run into this problem as well and if there is a way to fix it. Luckily I'm not a big shouter.

Do u use R to unlock ?

Well maybe i can help you with this. I am on de PS3. But the problem should be the same on the pc or Xbox, but just with differend keys.
If i have a soul and i want to unlock a shout, i have to press sqoure and then X. If i push the X right away (normaly the action button) then it says to i need a soul to unlock it.
I hope this will make some sense to you.

Yeah, I got caught out by this. The interface is a bit funky and gives the impression that you can use mouse clicks to perform some of the functions. With shouts you have to use the 'R' key; pressing the mouse just pops up a "You need Dragon Souls to unlock Shouts" message.

Yes, because i had this problem in the beginning too. I was just pressing the X button on my PS3. Normally that is the action or the confrirm button. But then i get the message that i need a dragon soul to unlock it. Look at the bottom of the screen. It should say what button to press to unlock the shout.

On the 360, you push X to unlock, then it prompts you if you are sure, and you push A to choose yes.

To anyone having this issue: The following SOLVES this. Go into your manual and look for the Key binding for "Ready/Sheath Weapon". That KEY you use, not the R key. So whatever key you set for taking out and putting your weapon away *IS* the right key to use. The game's GUI has those "hard coded" and are incorrect. There are others in the GUI that are wrongly labeled as well, that is one of them.

Just use your key for the above entry and it works fine.
