It just circles overhead gets close but then flys off over and over and over, why?

probably a glitch, shoot it then it will probably start frying you

that happens sometimes, I don't think it's a glitch. Just a part of the ai. Maybe the dragon just decided not to attack

I haven't had much of a problem with them yet, most people say range weapons are a must but they always seem to land often for me, I have no problem just using my sword.

I've found that dragon's rarely target me unless I get a lucky Lightning Bolt on them. Of the 7-8 I've killed only one actually attacked me. Most of the time they find some NPC's and target them which made taking the svcker out a lot easier.
