Dragonborn Won't Start?

I read that when you download Dragonborn you are approached by some cultists the next time you're in a major city and that starts the DLC. I downloaded it, and went to Riften but found no cultists. I wandered around Riften for about 2 game days and still nothing. So I went to Windhelm and wandered around for a while and I still wasn't approached. I even went to the Windhelm docks and the ship that's supposed to be there is nowhere to be found.

Does anyone know what I'm doing wrong?

have you talked to the greybeards yet? it wont happen unless you have done that

I had the same problem, initially.
I went to Riverwood, because several people mentioned that was the place they encountered them.

So off I went, to Riverwood, and I stood by the entrance, expecting the Cultists to storm into town and accost me.
But they didn't, so I fast traveled away, and came back.
Still nothing, but then I noticed two people standing off further into town, just sorta walking around.

I was expecting it to be similar to the Vampire attacks, but you actually have to get pretty close before the Cultists will come toward you.

Reset the game if you downloaded from the game. Worked for me.

Yeah, Someone said you talk to the greybeards to start the quest, Lies :P. But i know what they meant, You actually had to talk to them to finish the main quest. So I haven't finished the Main Quest in Months..

Yeah, I've finished the MQ.

That's good to know, maybe I just need to look harder. I haven't been just standing and waiting for them to come to me, but I haven't really been actively searching for them either, just kind of wandering around talking to random people and stuff.
