On PC I have shouts with no cool down and on Xbox I use the fortify restore glitch to get shouts with no cool down so my perspective might be a bit different:
-Soul Tear: Pretty good way to spam and at lower-level enemies and rapidly fill up soul gems, or if you just want to do an added 300 damage to whatever you're fighting.
-Drain Vitality: Pretty good way to chunk an enemy down to size, its drain effects are quicker than Marked for Death but not as effective. If you use it alongside marked for death an enemy can quickly be cut down to size.
Summon Durnehviir: I'll compare this to "Call Dragon" for the sake of clarity. Durn can be summoned indoors unlike Odahviing, although this can cause a LOT of lag, mainly on the Xbox. Durn uses the Drain Vitality/frost breath shouts, and he can summon 3 bone/wraith men, so you can add in some bonus muscle to your fight. However, Odahviing uses fire breath, and you can use the "Bend Will" shout to ride him, which you can't do with Durn. So use either according to the situation.
-Battle Fury: I've only used it a few times and it's pretty straight forward. Helps your guys cut the enemy to ribbons in little to no time. No idea if it works if they have enchanted weapons.
-Dragon Aspect: 24 hour limitation/5 minute span use is a bit of a bummer, but the animation is awesome. Use it when you want to get a good 25% one handed damage bonus, or you want to get some added frost/fire/shock resistance.
-Bend Will: Awesome shout, and even more awesome with no cool down. Word one controls animals, word two controls mortals, and word 3 controls dragons. Use it to help turn the tide in a fight, calm aggressive NPC's you may have accidentally hit, or just to keep the town guard off your back at least for a moment. It also of courses allows for dragon riding which is a pretty fun experience. You can also use it in place of Dragonrend to score a few free hits on a dragon that has landed.
-Cyclone: Unrelenting Force is better for range, or just propelling enemies in one direction. But this shout is awesome if you want to send enemies flying all around, and do a decent amount of damage. There's nothing like luring a group of bandits to a narrow walkway and then spamming this shout to see them rocket all over the place.
Overall, the shouts are all pretty useful and definitely added to the game. I hope to see even more in the future; I can't get enough.
