She told me she always wanted a dress, and i have looked nearly everywhere and can't find 1 for her... can anyone help me please?

It's the formal wear you can find on people in the Luxe casino. If you do the quest related (something about "beef", sorry I'm not more help) you should get at least one set.

I don't believe there is any formal wear that isn't associated with the Ultra-Lux.

It needs to be Formal Wear, You can get it off Montimer in the Ultra-Luxe
