Is dual-wielding supposed to be this OP?

Level 29 Nord Pure DPS Warrior. 1 Flawless Glass Axe + 1 Exquisite Ebony Axe + Elemental Fury Shout = LOL.
This can not be intended. The DPS is absurd.

It is nice. But axes are lame as hell for it. Swords are faster and criticals are better than a bleed that doesn't work on most of Skyrim's enemies.

Oh yeah. My continuous attacks stagger anything not using a shield and if the target tries to block, I power attack with my axe to break it then continue the beatdown.

What i have noticed is that the game seems a bit off in balance in battles when it comes to enemy's vs player, some enemy's has a poor armor with a iron sword but he almost don't take any damage but he inflicts you severe damage?
I'm a warrior Nord with good weapons and armor (300+ in protection from armor), still sometimes some poor bandit sod can beat me up with his lousy gear :)
