Dungeon locking kind of solves one of the big problems alchemists had in oblivion. Without dungeon locking, there was simply no way to find specific kinds of monsters that you needed for farming materials.
If you found a dungeon with elemental daedra running around, for that ONE SINGLE VISIT you could farm some fire salts. The next time you visited all the fire atronauchs would be frost atronauchs.
At least with level locked dungeons, I can go back to a dwarven ruin I've already visited once for the sole purpose of stocking up on some easy soul gems. I'd say that's great!
