I guess i should be flattered i have a Dragon, ready to take on my enemies, but most of the time whilst im fighting he wont even intervene...

Weird. If you resummon him, it should kill the first one.

i have all three words of the shout, when i call him he doesnt come.... i dont want to play skyrim anymore because of the vampire attacks in towns and i refuse to play until the attacks are removed from the towns and kept in the wilderness

Are you under the Atronach Stone? Are you trying to summon him by pointing at the sky? Are you inside or in an enclosed, tight space? If you answered "Yes" to any of those, they will prevent the summon.

Yeah he's a conjuration type of summon, and you usually need a big flat area, where a dragon would be able to land I think.

i was pointing at the sky when i tried, and there were trees all around me so yeah. anyway that information is useless because i dont want to play skyrim for the moment because of the issue i have listed above
