I am looking for one of those Dynamic Timescale Mods that has one timescale for outside (set to timescale 5 or 10) and then has realistic timescale (timescale 1) when indoors or during combat. There were a couple of these for Fallout New Vegas so I am hoping something like that is easier in Skyrim since it does not have the hardcoe settings to worry about.

Yeah, I made one of the ones for New Vegas, and I'm really missing it. I'll be making it again for Skyrim as soon as the CK comes out.

That is good to hear as I did use your mod in New Vegas and was hoping you might make a Skyrim version.
