Maybe it's because in real life, it can.

It would make sense in this game, seeing as how you can't steal from evil guys without it counting against karma.

It was also a viable alternative to Lockpicking in Fallout 2. Nothing like blowing the door off its hinges, rather then pick the lock.

There was a great mod for FO3 that let you decide to use grenades, mines, rockets, etc. to blow open a safe. I am sure they will make it available for New Vegas as well.

Edit: Found it. Fallout 3 Wanderers Edition. Great mod. Hopefully they will release it for New Vegas.

Technically, the mod was Lap's http://www.fallout3nexus.com/downloads/file.php?id=2917. They integrated it into FWE a while back. FWE does a whole lotta other stuff, in fact, New Vegas's hardcoe mode has quite a few similarities.
