The Ebony Blade is terrifically poor. I don't understand what they were thinking (if they were). It's a two-handed ebony weapon that does the damage of a one-handed elven sword. The Longhammer does almost twice as much, can be smithed, can be enchanted with Absorb Health if so desired, and isn't saddled with the bizarre perk and skill spread.
I don't make a habit of going nuts smithing up weapons; my two-hander character is using epic quality skyforge steel. A little shy of a hundred damage. But that's still far, far better.
Maybe it's really good when you strengthen it. I highly doubt it. I've never bothered because why? Nobody has the right perks to use the thing to its full potential. It's incredibly weak even in the best case. It's a lot of work to actually strengthen it.
It is a mess, and it really frustrates me. I can't imagine it's intentional, but they certainly haven't made any overtures towards fixing it.
