Around lvl 20 you can buy it from NPC's.

allright is it expensive? jst curious so im not shocked when i gotta buy it for my set

Smiths and general merchants will start stocking ingots, not sure if its dependent on your level or smithing skill. Started noticing the ingots a bit before level 30. Haven't seen any mines for it though. Have only come across a couple of armor pieces, I'm guessing that's random and leveled.

^ this, Gloombound mine (its within the walls of an Orc stronghold, so you have to do a quest to be let in, or you could kill them all i suppose..?) has a butt-ton of ebony veins, I walked in with 1 ore, I walked out with 52 or so.
Redback mine near Shor's Stone is another one (only have about 3 veins in it though)
