Head south east from Windhelm until you come to the Orc Stronghold Brulz something or other, there's a mine with loads of ebony ore just behind it.

The VERY tip of the throat of the world... also has the notched pickaxe and the ore to make glass armor

Kabaal has it right but you will need to do a quest to get in the Orc stronghold, then you will have access to there mine.
