i am were i unlocked the door and she is supposed to be in the building but she isnt there. a glitched quest indicator shows up in the cabot house but emogene is no where to be found.

Try teleporting yourself to her using the console, or teleporting her to you.

player.moveto or moveto player ref_id

You can also try to set the stage of the quest to where you'd need to talk to Cabot again with: setstage 000503b9 70

go to next step but cant get further

DId you use setstage or did you teleport yourself to her?

set stage got my to the next part but when i talked to the dad he did not have the dialouge for the next part

Try the solutions given in the links I provided. I don't know any other way to fix this apart from reloading a save from before you got the quest and trying everything again.
