I have been looking everywhere for the Enchanting Master Trainer. According to Strategy Guide it is a woman called Hamal in Markart but I hunted all over Markart and cannot find such a person. Any advice would be much appreciated.
I looked in 'search' function but there are more than 70 threads on the subject but after reading through about 40 threads I gave up because it did not tell me what I wanted to know. Anyway, rather than spend hours reading threads I give up.

If you don't feel like paying as much, you could make a bunch of iron daggers and enchant them. If you don't want to level smithing, though, you could always just enchant everything you can find. I haven't run into Hamal, but according to http://uesp.net/wiki/Skyrim:Hamal you must finish a quest first.

She is in Temple of Dibella. You can just break in into the Inner Sanctum. Or receive a quest from the beggar Degaine.
