Encounter Zone no re-level bug

Here is an except from creationkit.com tutorial - Encounter Zone & Level scaling:

In Skyrim we scale the level to the player a bit differently than in previous games. Each space can have a Minimum and Maximum Level to which it will try to match the creatures. Once a location has been visited, however, that location is now locked at that level. The area will reset after 30 in game days at which point it will re-level to the player when they next visit. This allows us to have the game scale somewhat to the player's current abilities, while keeping areas you've recently visited feeling the same level of difficulty.


It says all areas will reset after 30 in-game days and will re-level to the player. But it never happens in the game. All dungeon levels never reset. For example you enter a falmer dungeon the first time at a level below 20. You fight with low-level falmers. After many real-time gaming hours you reach level 50+ and in-game days are more than 30 days, you re-enter the same dungeon for second time. Yet you STILL encounter those same old low level falmers. We are supposed to expect high-level falmers to spawn in the same dungeon at high level like level 50+, right? But it never happens.

It doesn't make sense the dungeon does not reset to your current high level to give you more challange. If the dungeons don't re-level, what is the point going back there for a radiant quest since you know you will encounter low level enemies anyway?


This is a bug that need to be fixed.
