Enemies not attacking until struck

All http://elderscrolls.wikia.com/wiki/Draugr_%28Skyrim%29 types Skeletons and bears never attack my character until i hit them first.
anyone have or seen this behavior? is there a console command to tweak their settings
to attack on site?

TCAI is the console code to disable combat AI, but since it's only affecting certain enemies it must be a mod...?

I have noticed that sometimes, usually Bandits on the road, will sometimes not go into attack mode until I strike one of them. I think it has to do with how they get rendered into a cell, like if their feet are stuck under the ground. I have seen this happen with Drauger, but it is much rarer, so it has to be a mod.

I never had that kind of problem. Seem like a mod issue. I run about 14-20 mods when playing but none have made that kind of problems. I rarly have any problems at all. I tend to keep the game as Vanilla as possible, just installing mods that can improve companions, textures, food and one weapon and cloak mod.

Also, in Morrowind and Oblivion this would sometimes happen when the computer processor became overloaded (i.e. too many AI routines to handle). I imagine the same thing could happen in Skyrim.
