Saw a video when a Draugr shouted Fos Ro Dah at the player. the thing i notice was he only said Fos...dah and skipped Ro. So I thought it was kinda weird that he skipped the middle word but still completed the shout. So are there any lore junkies that can verify that that's even possible?

Well greybeards can use shouts so i suppose its possible that a dead greybeard resurrected as a draugr could use shouts

No people can use shouts it just takes a VERY VERY long time to master. Dovakiin just has the ability to master the word in mere seconds without years of training.

Well the ancient Nord where much more proficient with the voice so i guess it is possible they could use it if resurrected as draugr

Yeah grey beard can use shouts since they worship it or something. But like people can use 1 word in a shout but it would take them YEARS to master. So that's why very few people know how to use dragon shouts.

So while travelling through Skyrim, there is a chance to meet random people that can use shouts? Like some random elderly dunmer in some random city?

Other people can use the shouts though the magic behind the words supposedly takes long to master. If someone without training shouts Fos Ro Dah probably nothing would happen.

Apparently, dragonborns can skip the formalities and use the power absorbed from dead dragon souls to channel the magic contained within the shouts much more easily.
