Looking through the Perk Entry Points, there's one called "Has Fast Travel Always"-- I assume, from the name, it allows you to always Fast Travel. Does anyone know how to make this work? Whatever value I try seems to produce no effect, and I still cannot Fast Travel unless the conditions are Normal (i.e., no enemies, discovered location).

It's used for the LongHaul perk.
It bypasses the check for being overencumbered.
