1) It's called Equilibrium and 2) If I recall correctly, it's about halfway/three quarters of the way through Labyrinthian, which is quest locked until the end of the College questline

When you post about a specific item and it's specific location, that is by definition a spoiler and either should be put in Spoiler Tags, or, even better, posted in the Spoilers section.

Furthermore, the OP should have posted this thread in the Spoilers section as he was asking about a specific item and it's location.
