If you are a werewolf, this may help you in the future. Recently, I found that all NPCs had suddenly become hostile for me. Everyone attacked me on sight. I had been a werewolf earlier, but I was currently in my human form. Yet, they continued to attack. I believe the problem lies within your character's faction code. When you become a werewolf, your faction is changed to hostile for most NPCs. When you return to human form, it's set back to normal. For me, it was never set back to normal after I reverted to my human form. So even though I was not currently a werewolf, all NPCs attacked me on sight. I was able to fix this by becoming a werewolf again and letting it run its course. The game then correctly took away my hostile status.
