Someone told me you could change the way your in-game face looks! Is this true? And how do you do it?

Go to the Ratway in Riften, there will be a High Elf lady that can change your face if you are not a vampire. Vampires cannot use this service, even though they really, really need to. Vampires faces are changed so much for me that it no longer looks like my original character...
