Facial effects (dirt, make-up, tattoos)...

Yo.

I decided to go for the minimalist look during character creation, with no extra effects. But now that I'm deep into my game, facial markings would now make a lot of sense for my character. Is there any way to get any of those effects after a game has started?

If not, I hope Bethesda adds the option in a future DLC, like Lonesome Road for NV....

Are you on PC or a console? The PC has a command line to open the character creation menu again. The console's don't.
I hope for a tattooist/barber at some point too.

If using PC, open the console and input "showracemenu". If using a console... nope.

I would have liked a way to get war paint and have dirt be collective. Then to clean off you have to swim or something.

There's no way to do it in the game, but if you are on PC you can use the console to do it.

Nope.

Though, I did notice (or didn't notice, whatever the case may be) that after brawling with Uthgerd the Unbroken with my Khajit that she had a claw-type scar on her face. Not sure if it's always there or was given to her by my Khajit claws.

Don't want to disappoint you but that's always there. That would be awesome though.

Probably should have a tattooist or something in some of the cities or around docks, call in and for a small gold donation he or she will give you some new ink.

God can't wait for the CK to come out ^^ So much stuff to do, how about new buildings with barbers and tattoo artists? Ok maybe not the latter but hey :D

I am not sure about that.

I looked up a pic of her after posting and, while http://images.uesp.net/a/ac/Uthgerd_the_Unbroken.png, it's just 1 gash on the side of her face, and it looks aged. After I brawled her with my Khajit, she had 3 very visible scars in a diagonal pattern across the front of it.

I think the tattoo artist would make a lot of sense. People can (depending on time and experience) do a little with their own hair. But giving yourself a facial tattoo? Or any tattoo?

My characters would definitely want a tattooist available for that kind of thing.

As said already this is only possible on PC but even using the console command has its downside like resetting entire branch levels but keep the perk. For example I had sneak up to 71 bought the roll perk wanted to change my hair used such command and it went down to 20

Know what bothers me about Skyrim is that you've only one shot to create your character. F3, FNV and Oblivion all gave you a second chance to change your appearance and traits after the game's intro. I fubbed up in Skyrim and accidentally made my guy super skinny. I figured I could just fix it after escaping Helgen, but nope, had to restart.
