faction credibility gone haywire

hey guys :vaultboy:

i have been playing New Vegas for almost 40 hours now, and needless to say i'm enjoying the game. i've been going off and doing all the side quests since i got the Explorer perk, which has netted me alot of phenomenal gear and XP, so now i feel like i am ready to take on the endgame.

however, i am running into major problems with the game's reputation system... problems that are keeping me from progressing past where i am now. there seem to be random fluctuations in my standing under various conditions... i'm welcomed and praised as a Ranger and now NCR troopers are shooting at me for no reason. i haven't done any missions against the NCR (aside perhaps from killing ghoul troopers :shrug:), just collecting loot in neutral locations. even on the map it says i am neutral, so even though i shouldn't have lost my rank i at least shouldn't be getting attacked by my supposed brothers in arms. changing from one set of Combat Armor to another drops my rep for some reason, though it remains steady in the towns.

here is where it all started, and the real source of my frustration: i am playing the Can't Beat The House / Wildcard track, which requires me to visit the Fort. i have the Mark of Caesar, a gift from the man himself guaranteeing me safe passage and pardons from any and all my crimes. however, the first time i try to go to the meeting Boone suddenly appears in the fort with me, talking about how the boat ride could be our last... i just shrug and go up to the tent. mind you i had to get Legion armor to get this far, killing the man who welcomed me, saying that he hated the fact that he had orders to let me pass, and then attacked me. anyway, just outside the tent i am attacked. same happens when i duck inside the tent. so, somewhat miffed, i just try it without Boone. then without any followers. then naked. nothing could get me in to see the man, despite my free pass and it being my objective in two of the game's prime quests.

so, where do i go from here? do i need to wait for a patch to address the issue? is there already something that takes care of these issues that i need to double-check to make sure i have? that shouldn't be the case as the game was pre-loaded through Steam, but still... can i at least set rep values in the console? usually i abhor cheating, but in this case i feel like i am the one being cheated. i can handle the game's bugs and even the crashes, but this is a core aspect of gameplay. Bethesda, what do i do?
