Fallout 3 GOTY Freezing

I bought the fallout 3 game of the year edition from steam recently. When I Started to play the game I was going through the new game sequence. This is where the problem starts. When i get to the birth scene the game just freezes. The video freezes but the background sounds like the heartbeat keeps going. It is not always in the same spot.
I am currently running windows 7 and if i try to run the game in compatibility mode it crashes as soon as i open it.
Please if someone can please help me with this issue, I really want to enjoy this game on my pc.

You need to provide your systems specs and path to the fallout3.exe before anyone can even begin to guess what is causing the problem.

They are asking for dxdiag readout.
At the comand prompt ... type "dxdiag" it will export a text document to a location you specify. right on the desk top is an easy place. Open that file up , and copy paste it here.

Look through the posts here and at Fallout Nexus. You need to restrict your cpu to two cores to play the game. There a couple of lines of text that you have to add to your .ini file. Also, while you are at the Nexus, download and install the "large address aware" mod so that you can use all your RAM. This should clear up your problem. Hopefully, you did not buy the Game of the Year from steam. Go to Walmart and get it on DVD for about $20.00. This way you will not have to use steam or GFWL for anything.

The ini edit M48A5 is refering to is this.

Found where your saves are. Mydocuments\Mygames\Fallout 3\Fallout.INI

Open this file up and find the line that says ... "bUseThreadedAI=0" and change it to "bUseThreadedAI=1" hit enter , then underneath it add this line ... "iNumHWThreads=2" close and save

This will limit your Quad core to 2 cores when running the game. Which the game likes ... It does not like all the super fly new fangled equipment in todays Comps.
