NCR's flag was designed way before New Vegas, Van Buren and CL.

Since NCR's flag is very similar to the real californian one, a bear with one head, then it only makes sense to spin off from that

That does bring up an interesting point will the bears in NV have 2 heads like the flag or will they just be like the ones in FO3?

What I figured out is that The New California Republic is a Republic, obviously, but, back in ancient Rome, the original Caesar established a republican form of government. So, both factions are, technically, republics or based off of one. Just a lil' factoid.
