Okay so went and played through Dawnguard again, and noticed that Gelebor ( The Knight Paladin who now guards the Inner Sanctum ) says that there IS a possibility for the Falmer to one day become normal again. But that it would take a very long time, and that he noticed that there was a rise in their intillect. But the only way he could see them returning to their once-was intillectual and prosperous race, that some kind of communication would have to be made.

Now.. before Dawnguard was released people spoke of Solsthiem, and how it was home to the tomb of the Ice Prince. Who was a powerful Snow Elf that was highly respected and worshipped among the Falmer.

We are returning to Solsthiem in the upcoming Dragonborn DLC, now maybe.. JUST maybe.. we would somehow come in contact with him and tell him what has happened to his race, and that maybe he may make contact with Gelebor ( being one of the last SANE Snow Elves ) and help him cure the horrible generations of Falmer that have come to be what they are now known as the 'Betrayed'.

Not saying it'll happen. But it would be cool. (:
