Yeah, the falmer at this point have been living underground so long they've mutated into bizarre goblin eque creatures.

it looked to be a different kind of goblin dressed about the same as the oblivion ones and it had a tattoo so likely a goblin even tho its face is different.

I can confirm that there are falmer based on several youtube vids I saw where the person battled against them
There are also falmer weapons and such (The 1-h axe is really sick looking)

To survive they were forced to flee underground, mutated through the millenniums and probably even got a visit from one of many Daedric Princes (when you see stuff like that written, you know some Daedric Prince played around)
