i used to play another game, and it lacked alot of content that people had been looking for. so fans started making their own expansions, and added their own costum content. it is quite possible we could do that in skyrim. we could make our own dlc, and add what we want n skyrim. goblins, hell yeah. werebears, go for it. aeylids, sure why not. dwemer race, do it. dragon mounts, cool. why not.
