I know there used to be an exploit but has it been patched now? And if so what els can I do to level Speech

Quests for Ysolde and the steward in Winterhold will get you small but easy speech boosts; there's also a quest for someone in the bard's college. Otherwise just keep buying and selling (bigger item value = http://forums.bethsoft.com/topic/1383934-fast-speech-training/more experience; with stacked items you only get the experience of selling one, unless you sell them one at a time).
