A few monitordisplay related questions.

I'm new to the whole desktop PC gig. The last one I had was way back in the day with Windows 95 if I recall correctly. I've been a laptop guy for all of the more modern opperating systems.

I recently purchased a desktop tower from a friend of mine, and I've got it hooked up to my 1080p HDTV via a VGA capable. Tower does not have HDMI or I would be doing that.

Now onto my questions:

1: When swapping between YBPBR* while my 360 is on and VGA, I get this small white line on the top of my screen (only on VGA.) My windows just end there. I cannot even take a screenshot to show you guys, because the capture tool will not go up passed the white line.
A temporary fix for this is to "detect" my resolution in the control panel. It stays the same resolution, but adjusts the screen to the correct possistion. As a note, my resolution is 1280 x 960. Anything higher than that, and it becomes difficult to read text for the size of my TV and the distance at which I sit.

2: When trying to play games in full screen the display will appear moved and cut off to the lower right side, surrounded by black. The way to fix this is to go in and make the games resolution the same as my TV. However, some older games (Such as Fallout 1&2 from GOG) don't seem to have an option to alter the resolution or play in windowed mode.

I have all the latest drivers for my graphics card, and I am running Windows 7 64bit.

*I use YBPBR for my 360 because I still have a first-gen model before they added HDMI.

Is it an old VGA cable? Not all VGA cables support a 1080 resolution.

This is the one I picked up from Amazon http://www.amazon.com/StarTech-6-Feet-Resolution-Monitor-Cable/dp/B000067SMH It is advertised as being "Ideal for high resolution monitors (1024x768 and above)"

I don't have any problems viewing high res games or other content that let me adjust the resolution to match that of my TV, or when playing in windowed mode. The issue stems from games that do not allow windowed mode or changing resolutions.
